Ramaphosa Immigration Address 2026: Border Crackdown, Quotas, 10K Inspectors

Pretoria — President Cyril Ramaphosa addressed the nation on Sunday, 7 June 2026 from the Union Buildings, outlining government’s new plan to tackle illegal immigration and rising community tensions.
The address followed Cabinet’s approval of a “Comprehensive Approach for Migration Management” and a National Action Plan developed by the Inter-Ministerial Committee on Migration.
“These concerns are real and deserve to be addressed”
Ramaphosa acknowledged growing public frustration over jobs, public services, and security. “Many South Africans are asking difficult but legitimate questions. These concerns are real. They deserve to be heard. They deserve to be addressed,” he said.
He also admitted government failures in controlling illegal migration but warned against vigilantism: “No other person is allowed, for example, to confront someone in the street to demand proof of nationality”.
5 Key Measures Announced
Ramaphosa said government will implement the following measures:
1. Crackdown on immigration & labour law violations
Police, Home Affairs and labour inspectors will work together to target employers hiring undocumented foreign nationals. Penalties will increase, including imprisonment for repeat offenders. An additional 10,000 labour inspectors will be hired this year.
2. Prevent irregular entry & strengthen borders
Funding will prioritise border infrastructure, technology and personnel. Drones are already deployed along the borderline. The Border Management Authority intercepted over 450,000 illegal entry attempts last year. Key border posts will be redeveloped via public-private partnerships.
3. Stamp out corruption in Home Affairs
Ramaphosa vowed to end corruption enabling illegal entry and fake documents. Government will phase out green ID books and roll out a new Intelligent Population Register with biometric data.
4. Strengthen immigration laws & introduce quotas
The National Labour Migration Policy proposes maximum quotas for employing foreign nationals in sectors. The Employment Services Amendment Bill empowers the Minister to set sector-specific limits. Dedicated immigration courts will speed up deportations.
5. Regional cooperation with Africa
Ramaphosa said migration cannot be solved by enforcement alone. South Africa will send special envoys to African countries to build a coordinated SADC/AU response.
Balance: Enforcement + Human Rights
While tightening enforcement, Ramaphosa stressed constitutional values: “We can protect our borders while protecting human dignity. We can enforce our laws while upholding our constitution”. He also confirmed no foreign national should be barred from schools or clinics.
He rejected the label of “xenophobic” for South Africans but condemned political groups exploiting immigration fears to spread misinformation and violence.
